Deputy Director, Human Resource Management and Administration (TF Grade 3)
Job Summary: This position reports to the Director, Corporate Services.

Job Specifications

  1. Providing strategic policy direction in Human Resource Management and Administration.
  2. Formulating, implementing and reviewing HR policies and strategies.
  3. Managing human resource and career development.
  4. Interpreting and implementing HR policies and circulars.
  5. Developing and implementing staff training programmes.
  6. Managing recruitment, selection, induction and placement.
  7. Ensuring effective employee relations and communication processes.
  8. Coordinating performance management systems.
  9. Ensuring competitive compensation and benefits packages.
  10. Managing payroll, leave and performance appraisal systems.
  11. Managing probation, confirmation, promotion and exit processes.
  12. Managing disciplinary processes and grievances.
  13. Managing medical schemes and staff welfare programmes.
  14. Coordinating counselling and stress management services.
  15. Administering contracts, pensions and gratuities.
  16. Maintaining staff records and HR information systems.
  17. Developing succession management strategies.
  18. Coordinating HR and administration reports.
  19. Overseeing administrative services (office allocation, transport, security, etc.).
  20. Managing maintenance of equipment and assets.
  21. Participating in strategic planning.
  22. Planning and budgeting for the department.
  23. Providing secretariat services to HR Advisory Committee.
  24. Undertaking departmental risk mitigation.

Person Specifications

  1. Minimum of 12 years relevant experience, 4 at senior level.
  2. Bachelor’s degree in Human Resource Management or equivalent.
  3. Master’s degree in Human Resource Management or equivalent.
  4. Professional membership (IHRM or equivalent) in good standing.
  5. Leadership course (minimum 4 weeks).
  6. Proficiency in computer applications.
